Emergency Response Planning
Our highly qualified professional planners are available to review and evaluate your existing emergency planning documents. These documents may include emergency response plans, action plans, standard operating procedures, hazard-specific appendices, response triggers and response algorithms. Telemus Solutions has been involved in the development of emergency planning documents at the industrial, local, municipal, county, regional and state levels. We will work with you to streamline your plans and ensure that they adhere to solid emergency management and incident command principles and strategies, while at the same time assuring that you satisfy current legislative requirements.

A properly drafted emergency operations plan provides the blueprint for a successful response to any emergency. It guides crisis managers in preparing for, and responding to an incident and the consequences that flow from it in a carefully planned and calculated manner. Among other things, a sound plan establishes policies, identifies planning assumptions and sets forth accepted and properly scaled response and recovery actions aimed at overcoming emergency incidents arising from single or multiple hazardous conditions.

The overall intent of our emergency response planning service is to assist our clients in pre-planning crisis response actions, components and partnerships such as:

    • Identifying all relevant response agencies, special teams and critical employees
    • Identifying and developing appropriately tiered emergency call back and notification procedures and communication trees
    • Identifying and developing alternate response actions and methodologies compatible with the local community response resources
    • Identifying facility specific weak points and providing necessary training programs

A well crafted plan with established links to federal, state and local response agencies will facilitate and streamline interagency and intergovernmental response. This planning process will have the additional benefit of developing and/or enhancing local multi-agency planning and training, and will assist information exchange within the community. It is our experience at Telemus Solutions that some of our planning clients whether public or private gained an increase in community stature, respect and influence as part of their pre-planning efforts. Some of our single agency response plans and exercises have resulted in energizing the rest of the local community to develop similar plans and exercises for their other agencies modeled after the original project.

Plan Consolidation
In addition to reviewing existing plans and developing new plan documents, the Telemus Planning Team can consolidate a series of existing plans into a single multi-entity planning document. This new service allows for the centralization of plan documents across different entities. This in turn assures that all involved parties are using the same plan document to guide preparedness, response and mitigation. This process facilitates multi-agency planning while at the same time minimizes development costs.

Crisis Response Simulation
In addition to our emergency response planning services, Telemus Solutions has the capability to facilitate Crisis Response Simulations for our clients. Our Crisis Response Simulation exercises are a specialized form of training designed to allow organizations to test and evaluate the thoroughness and effectiveness of their emergency response plans and emergency protocols. Participants in our simulations learn in real-time how to coordinate their emergency response efforts alongside the appropriate response partners from their community. Trainees will experience a hands-on practice in task assignment and management, decision making, response coordination, crisis communication, and media interaction techniques. Telemus has created specific scenarios involving biological disease outbreaks, drinking water contamination, toxic chemical releases and Weapons of Mass Destruction (WMD) events, and we have the additional capability to customize scenarios for specific clients.

Some concepts covered during the Crisis Response Simulation exercise:

    • General awareness issues for employees and supervisory personnel
    • Detecting and recognizing an incident
    • Initiating the alert and notification procedures of the response community
    • When and how to implement appropriate response plans
    • Protecting the life/safety issues of all the employees, staff and the First Responders
    • Discussion of best practices in containing and/or limiting the size and effect of the attack
    • Providing appropriate and timely public information
    • Preserve the "crime scene" and as much evidence as possible to assist in criminal prosecution
    • Identification and facilitation of issues crucial to response cost reimbursement and continuity of business

Telemus Solutions' professionals will develop the training material, identify participants, assist in the set up, and moderate the simulated exercise. Telemus Solutions will provide subject matter experts who are recognized leaders in counter terrorism, WMD, first responders, and the medical community. The Crisis Response Simulation exercises are effective means of confirming that both you and those whom you rely upon in crisis situations are adequately prepared to deal with emergencies, disasters and/or adversarial incidents.
